An Oxford Economics study commissioned by the International Council of Chemical Associations argues that capping virgin plastic production would increase prices while delivering weaker recycling outcomes. The report says targeted investment in collection and recycling would generate more recycled plastic at lower economic cost, directly challenging proposals for mandatory production limits under the UN Plastics Treaty.
