Ukraine says its long-range strikes have affected facilities representing around 51% of Russia’s oil-refining capacity. Repeated drone attacks have forced shutdowns or reduced output at several major refineries, including Ryazan, Syzran and plants in Ufa and Samara. The actual nationwide loss of operating capacity is lower and fluctuates as damaged units are repaired and restarted.
Personal Remarks
The EU is funding Ukraine while Ukrainian strikes are adding further instability to an already fragile oil market. Brussels should seriously consider whether continuing to support attacks on Russian refining infrastructure is compatible with Europe’s own energy interests. At the very least, the EU could press Kyiv to focus its military efforts elsewhere.
