PPWR: And They All Recycled Happily Ever After

A European fairy tale in which every plastic package finds the correct bin, every recycling plant works perfectly, compostable plastic magically becomes compost, and nobody asks inconvenient questions.

Once upon a time, in a beautiful kingdom called Brussels, there lived a very ambitious Regulation.

Its name was PPWR.

PPWR was born from the noble House of European Legislation, where problems are defeated by giving them targets, definitions, delegated acts and, when absolutely necessary, a colourful infographic.

And PPWR had a dream.

A wonderful dream.

A Europe where packaging would become circular.

Plastic would be collected.

Collected plastic would be sorted.

Sorted plastic would be recycled.

Recycled plastic would become new plastic.

And certain compostable plastics would travel peacefully to industrial composting facilities, where they would biodegrade obediently and contribute to a magnificent circular economy.

Everybody would live happily ever after.

There was only one small problem.

Reality had not read the Regulation.

Chapter One: The Magical Recycling Machine

In the PPWR fairy tale, plastic recycling is wonderfully simple.

You put plastic into a recycling bin.

A truck arrives.

The plastic disappears.

And because the bin says RECYCLING, we can all go home feeling considerably better about ourselves.

What happens afterwards is apparently an unnecessarily depressing detail.

Real plastic waste comes in different polymers, colours, additives, multilayers, labels, adhesives, inks, food contamination and combinations apparently designed by packaging engineers who had never met a recycling engineer.

Some of it can be mechanically recycled relatively effectively.

Some of it can technically be recycled but struggles economically.

Some produces lower-quality material.

Some is incinerated.

Some is exported.

Some becomes residue.

And some participates in the increasingly popular European environmental technology known as “we counted it somewhere, so please stop asking questions.”

But fear not.

PPWR has arrived.

The Regulation will establish requirements.

And requirements, as everybody knows, possess unique molecular properties capable of changing the laws of thermodynamics.

Chapter Two: The Compostable Plastic Unicorn

Then we arrive at compostable plastics.

This is where our fairy tale becomes particularly enchanting.

A compostable package enters the magical kingdom of organic waste.

The microorganisms see the certification logo and immediately assemble.

“Welcome!” says a bacterium.

“We have been expecting you.”

The package biodegrades beautifully.

The composting operator applauds.

The farmer receives magnificent compost.

The soil becomes healthier.

Birds begin singing.

The European Commission publishes a press release.

Unfortunately, industrial composting plants tend to be considerably less romantic places.

They operate with specific processes, temperatures, residence times and commercial constraints. Compostable plastics need appropriate collection and treatment conditions, and operators may remove plastic-looking material rather than conduct a forensic polymer investigation while tonnes of organic waste move through their facility.

A material being certified as industrially compostable does not automatically mean that every composting facility will accept it, identify it, retain it for the necessary period and successfully process it.

But this distinction is terribly inconvenient.

And inconvenient distinctions are dangerous creatures in fairy tales.

Chapter Three: The Circular Economy Castle

At the centre of the European fairy tale stands the magnificent Circular Economy Castle.

Nothing leaves the castle.

Everything circles.

Plastic becomes plastic.

Packaging becomes packaging.

Waste becomes resources.

Resources become products.

Products become waste.

Waste becomes resources again.

Round and round they go.

Perpetually.

Unfortunately, every circle has a small door marked:

ENERGY RECOVERY, LOSSES, CONTAMINATION, DOWNCYCLING AND OTHER THINGS WE WOULD RATHER NOT PUT ON THE DIAGRAM.

Visitors are politely requested not to open it.

The Great European Recycling Spell

The fundamental political mistake is confusing three completely different things:

recyclable, collected for recycling, and actually recycled into useful secondary material.

They are not synonyms.

Likewise:

compostable, collected with biowaste, and actually composted are not synonyms either.

Yet European environmental policy sometimes treats the distance between these concepts as though infrastructure, economics and human behaviour will eventually reorganise themselves around the legislation.

Write the standard.

Create the label.

Set the target.

Publish the regulation.

Declare circularity.

Reality will surely follow.

And if it doesn’t?

Another delegated act should do the trick.

Meanwhile, Back on Planet Earth

None of this means recycling is useless.

We should recycle plastics where recycling genuinely works.

We should design packaging so that recycling becomes easier and economically viable.

But pretending that a theoretical end-of-life option is the same thing as a functioning end-of-life system is not environmental policy.

It is storytelling.

And this is where PPWR risks becoming one of Europe’s greatest environmental fairy tales.

The European institutions desperately want the circular economy to exist.

So desperately, in fact, that sometimes they appear willing to confuse legislating the destination with building the road.

Unfortunately, molecules cannot read EU regulations.

Bacteria do not attend stakeholder consultations.

Waste-management infrastructure cannot be created with PowerPoint.

And a plastic package does not become circular simply because Brussels has published a Regulation saying that one day it should be.

Perhaps the greatest innovation Europe needs is therefore not another recycling technology.

It is something much rarer:

the ability to distinguish between what we would like to happen to our waste and what actually happens to it.

Until then, the fairy tale continues.

Once upon a time, Europe produced millions of tonnes of plastic packaging.

It recycled everything.

It composted everything compostable.

Nothing leaked into the environment.

Nothing was burned unnecessarily.

Nothing was exported somewhere inconvenient.

And everybody lived sustainably ever after.

The End.

Any resemblance between this fairy tale and actual European waste-management infrastructure is purely coincidental.
