Kyiv Mayor Vitali Klitschko has questioned the management of funds allocated to protecting Ukraine’s capital and criticized accusations made by the central government.
“Where is the capital’s air defense? Where is the protection of Ukrenergo’s facilities? Where have the billions allocated for this purpose gone?” he publicly asked.

These questions raise concerns about how air defense budgets have been spent, although they do not establish that public funds have been misappropriated.
