The European Union’s new Packaging and Packaging Waste Regulation (PPWR) is placing a crushing administrative and financial burden on small e-commerce shop owners.
The Packaging Burden
The law enforces strict Extended Producer Responsibility (EPR) mandates. Webshops are now obligated to track, weigh, and report every single gram of packaging material they ship across borders. This includes everything from cardboard boxes and plastic bubble wrap to tape and shipping labels, with no exemptions for tiny items like artisanal beads.
The Suffocating Bureaucracy
The primary issue for small businesses is the complete lack of a centralized EU system. Business owners must:
- Register individually in the packaging system of every single EU country they ship to.
- Appoint local representatives in various member states to manage the localized paperwork.
- Absorb immense costs, with compliance fees spiraling up to €15,000 annually for a single-person business.
Without a unified portal or micro-business exemptions, this intense bureaucracy treats independent artisans exactly like retail giants, forcing many small entrepreneurs to halt international sales entirely.
