Portugal to invest €30 million to strengthen recycling and waste recovery

The Ministry of Environment and Energy, through the Climate Agency, issued a call today for a €30 million increase in waste recycling and recovery capacity. This investment is financed by the Recovery and Resilience Plan (RRP), under the European REPowerEU regulation, and is designed to accelerate the circular economy in Portugal and contribute to carbon neutrality by 2050.

This notice is addressed to the urban waste management systems (SGRU) licensed under the Strategic Plan for Urban Waste (PERSU 2030): Ambilital – Environmental Investments in Alentejo; LIPOR – Association of Municipalities for Sustainable Waste Management of Greater Porto; Association of Municipalities of the Planalto Beirão Region; Resialentejo – Waste Treatment and Recovery; and EGF, through its 11 associated systems (Algar, Amarsul, Ersuc, Resiestrela, Resulima, Suldouro, Valnor, Valorlis, Valorminho, Valorsul, and Resinorte). Together, these entities ensure the management of waste for millions of Portuguese people throughout mainland Portugal.

Eligible investments include the installation and modernization of packaging sorting lines, the acquisition of electric vehicles and containers for selective collection, the creation or reinforcement of biowaste composting plants, and the implementation of wastewater treatment systems in waste facilities. With a co-financing rate of up to 100%, selected projects must be completed by December 31, 2025.

The Minister of Environment and Energy, Maria da Graça Carvalho, believes that “this €30 million investment is a decisive step towards accelerating the circular economy in Portugal, ensuring more recycling, less landfill and greater resource recovery, in line with European and national targets.”

The minister also emphasizes that “Portugal must transform waste into opportunities, reducing dependence on virgin raw materials, promoting innovation and creating economic and environmental value throughout the territory.”

The notice directly contributes to the PERSU 2030 objectives and to meeting European targets: recycling at least 55% of municipal waste by 2025, 60% by 2030 and 65% by 2035, while reducing landfilling to 10% by 2035. 

Applications will be accepted between September 23 and October 22, 2025, and must be submitted electronically through the Environmental Fund portal.
