EIB and Eni sign €500 million in financing for new biorefinery in Sannazzaro de’ Burgondi
- The financing will be used to convert part of the Sannazzaro refinery into a biofuel production facility, supporting the decarbonisation of the transport sector.
- This is the second financing agreement between the EIB and Eni to promote biorefining, following the July 2025 agreement to fund the conversion of Eni’s Livorno refinery.
- The project will increase the production of hydrotreated vegetable oil diesel biofuels and the sustainable aviation fuel biojet, delivering economic, environmental and social sustainability benefits.

Personal Remarks
The European Commission and the European Investment Bank (EIB) gave or invested approximately € 1.3 Bln during the last 3 years in projects run by ENI although ENI made €5 Bln profits in 2024 and €5Bln in 2025.
- In May 2023: The European Commission gave €50 Mln to ENi to develop an electric charging network
- July 2025: EIB gave a €500 MLN loan to ENI for a biorefinery project in Livorno for biofuel production
- September 2025: EIB invests €220 Mln in an renewable energy project run by ENI.
- 1 April 2026: EIB gives a €500 Mln loan for another biorefinery project in Italy (biofuel production) run by ENI
ENI is said to be the oil company that did the most SLAPP lawsuits against, bloggers, journalists and NGOs.
This is a striking example of what I see as the hypocrisy of EU institutions. The European Commission and the European Parliament often lecture the world about freedom of speech and the right to express opinions. Yet at the same time, EU funds or loans sometimes go to organizations that initiate SLAPP lawsuits against smaller groups and critics.
To me, that contradiction is deeply troubling. Institutions that claim to defend open debate should be especially careful not to support actions that may silence smaller voices or independent organizations.
It often feels like the interests of ordinary people and the middle class are being ignored. Decisions made in Brussels can appear distant from the realities faced by citizens.
As someone who lives in Brussels, I sometimes wish the institutions based here would reflect more on how their actions affect the people they claim to represent. Europe deserves institutions that protect open debate and treat all voices fairly.
